At most once per frame, after a drawn frame that moved an anchor or changed its visible. With anchors set, it also fires once with every anchor after the frame that follows an overlays.anchors.set with new anchors, a commit, a resize or a new listener, whether or not anything moved; clear() of set anchors fires it with none.
