Outline segments in 2D. A point starts or continues the outline; a curve goes from the previous
point to `to`, and the next entry continues from where an entry ends. The first entry is a point
or an `arc`, which then starts the outline at its start point; a `quad` or `cubic` first is
invalid input (HoloInputError 'invalid-input', spec section 3.4).
